Councillor James Willis

In addition to my membership of the Parish Council I am a member of the Amenities Working Group, Chair of the Planning and Transport Committee and a Community Speedwatch volunteer.

Planning is a significant element of the Parish Council's work.  I have much experience of the planning system as an applicant so am well qualified to make the switch from poacher to gamekeeper.

In addition to making recommendations on planning applications, it is essential that Sway's views and aspirations are effectively communicated to the National Park Authority. The excellent Sway Village Design Guide plays a major part in this and consideration is being given to a second edition to which will take into account the new Local Plan.

I favour a constructive and proactive approach to planning applications. Just saying NO! helps nobody and can lead to the approval of sub-optimal proposals. The Design Guide is the starting point for the consideration of new planning applications, although it is clear from my short experience that some applicants don't understand that, so I am happy to meet potential applicants for an informal discussion about their ambitions before a formal application is made and cost incurred.
